PQRS is the Physicians Quality Reporting System, a “carrot and stick” program that applies to Medicare providers. It was a voluntary system that paid incentives for providers to report on actions taken to address client statuses, but it became mandatory in 2013, carrying a penalty on all Medicare reimbursements for non-participation.
